Background:The District received a complaint claiming that it had committed environmental discrimination by allowing the placement of cellular telephone antennas on three District schools. The District denied the complaint on the basis that the three schools were in disparate locations and serve disparate populations, and thus were not discriminatory toward any group. The complainant appealed. Under the applicable Board policy, the Board has the option not to hear the appeal, which would allow the complaint to be appealed immediately to the California Department of Education. Staff recommends that the Board not hear the appeal.
