Background:
On March 8, 2011, Alameda voters passed a new replacement parcel tax (“Measure A”). One of AUSD’s commitments is to maintain accountability and transparency with all expenditures of Measure A dollars. A key component of that commitment is maintaining an 11-member Oversight Committee that annually reviews the District’s compliance with terms of Measure A.

The 2013-14 Measure A Oversight Committee met throughout the 2013-2014 school year and is continuing to meet this fall to complete an annual report. On August 22, 2014, the District sent a notice requesting applications for the 2014-15 Measure A Oversight Committee to the Alameda Journal, Alameda Sun, Alameda Patch, The Alamedan, several local bloggers, every District employee, the Alameda PTA Council, and the more than 1000 subscribers to the District’s email updates and RSS feed.

Beginning August 22, applications for the Committee also were available in the Superintendent’s office and on the District website.

Applications were accepted for three weeks, from August 22 – September 12. Two (2) people applied for the Oversight Committee. The following well-qualified eleven (11) individuals, representing diverse interests from across Alameda, are recommended for appointment to the Oversight Committee for the 2014-15 school year:

The 2014-15 Oversight Committee will hold its first meeting after the 2013-2014 Committee completes its annual report and presents it to the Board of Education later this fall. It is likely the 2014-15 Oversight Committee will meet five or six times over the next year to complete its Annual Report in the fall of 2015.

All meetings of the Oversight Committee comply with the Brown Act. Minutes, agendas, and any other relevant communications and information are posted on AUSD’s website 72 hours prior to each meeting. Meetings will not exceed two hours unless extended by majority vote. A quorum of six will be required to conduct a meeting. Meetings start on time and are open to the public. Members of the public have the opportunity to address the Committee by submitting speaker cards at the time of any item or presentation on which they wish to speak.

Any recommendations or reports from the Oversight Committee must be supported by a majority of Oversight Committee members voting, but the Oversight Committee will have the goal and intention of reaching agreement by
consensus. A chair will be selected from among voting members to conduct the meetings and to serve in representative capacity as needed.
