Background:

AB 97 eliminated a district’s requirement to contribute to a district’s Fund 14 Deferred Maintenance Program.  As part of the creation of the Local Control Funding Formula (LCFF), State deferred maintenance funds are folded in the LCFF funding to each district and are at the discretion of each district.

 

A district’s facilities require consistent upkeep and maintenance to maintain the facilities at a safe and usable level. As such, AUSD staff recommends an incremental approach to continue the deferred maintenance program.  The Governing Board, at its discretion, shall direct staff to transfer an amount equal to 1% of the expenditures in 2015-2016, 2% of the expenditures in 2016-2017, and 3% in 2017-2018 and thereafter of expenditures from the General Fund (Fund 01) to the Deferred Maintenance Fund (Fund 14).  The calculation will be based on the projected total expenditures during the annual budget adoption process.

 

The Ten-Year Deferred Maintenance Plan is a proposed schedule for deferred maintenance projects of all AUSD facilities. Deferred maintenance includes roofing, paving, flooring, windows, painting, etc. The purpose of the plan is to serve as a roadmap for all future deferred maintenance projects. This timeline was developed based on the current needs of the facilities.

The tentative estimate for each year's scope of work ranges from approximately $5,000,000-$7,000,000.00 per year.  While it may be unrealistic to provide such funds each year for all deferred maintenance projects, it is an important goal to work toward maintaining the AUSD facilities.
