Background:

At its June 23, 2015 meeting, Board members expressed interest in learning more about the feasibility and desirability of negotiating a Project Stabilization Agreement (also referred to as a Project Labor Agreement or “PLA”) that would apply to Measure I Bond-funded construction projects. PLAs are contracts signed between construction trade unions and project owners. 

 

On August 11, Andrew Slivka of Carpenters Local Union 732 presented information regarding PLAs.

 

At that time, the Board directed District staff to research PLAs. Tonight, Interim CBO Shariq Khan will be presenting its findings.
