Item Title:Approval of the Measure I Schematic Design for Historic Alameda High School (10 Mins/Action)

Background:

Quattrocchi Kwok Architects (QKA) will present the schematic design for the modernization project at Historical Alameda High School. This is the first step toward implementing the needed facility improvements identified in the 2014 Facilities Master Plan: Implementation Plan. The improvements identified were based on preliminary recommendations for restoration, modernization, and extensive seismic upgrades to create Field Act approved buildings.  Since that time additional issues have been identified, regulatory codes have changed, and the scope has changed. These include:

 

  • The recently completed Geotechnical Report shows previously unknown shallow "liquefiable lens" that require remediation to prevent seismic induced ground failure through the use of “compaction grouting”.  Grout tubes will be placed in a three foot by three foot grid beneath the building and next to all exterior and principal interior footings – resulting in hundreds of grout injected tubes.
  • Due to these soil conditions, deep helical piles are also required to prevent overturning of the new braced frames. 
  • Recent code changes and in-depth seismic design and accessibility meetings with DSA have increased code required scope of work. Examples of the modified scope include:
          - While the Implementation Plan anticipated nine new Science Labs, the final programming revealed the need for ten new Labs, each with full modern amenities.  
          -  While the Implementation Plan suggested only changing the "Critical" Mechanical, Electrical, and Plumbing systems, in-depth review of the existing systems determined that replacement was the most cost effective way to achieve functional, maintainable, and cost effective systems.  

 

The scope of work in the Schematic Design drawings restores the historic Alameda High School to its original grandeur while also providing all new lights, power, communications, educational technology, mechanical systems, and accessibility improvements throughout.
