The District is in the midst of implementing its school modernization program. The program is funded by Measure I, the local construction bond approved by voters in 2014.
The Board has consistently instructed staff to seek additional sources of funding for the school modernization program which could be used to supplement Measure I funds. These could include State construction bond funding where available. However, the State has had no such funds available for some time.
Regardless, the State Allocation Board has continued to accept applications for state funding in anticipation of possible future state bond revenue. In November 2016, state voters approved such a state bond. It is unclear whether those bonds will in fact be issued. It is also unclear whether, if issued, any District projects will qualify for State funds. Despite this uncertainty, staff recommends that the District submit applications now for possible future State funding for modernization program projects.
Before the District can submit any such applications, the Board must adopt a resolution acknowledging the current lack of State bond funding and the possibility that projects might not qualify for future State funding. This resolution meets that requirement and allows the District to place Alameda High School and any other appropriate modernization project on the State’s list for possible future State funding.
