Background:
 

The District anticipates that both the Measure I Bond Encinal Junior and Senior High School Modernization (Phase I) and Franklin Elementary School Modernization projects will be completed at the end of July 2020. Alameda Municipal Power (AMP) has indicated that in order to provide necessary power to the projects, the District must convey right of way easements at each site for any necessary servicing of the power lines. 

 

Education Code requires a two step process for granting easements. Step one is approval of attached Resolution 2019-2020.58 Declaration of Intent to Grant ROW Easements to Alameda Municipal Power (AMP).   

 

 The second step of the process is the Board Resolution granting the easements which must be at least ten (10) days after the date at which Resolution 2019-2020.58 was passed. Due to summer recess, the next regularly scheduled Board meeting is not until August 11, 2020.

 

The District is working with representatives from AMP and have requested they proceed with electrical installation without formal easements in place but with a declared intention of granting said easements. Should AMP be unable to energize the school sites without an easement, a Special Board of Education meeting may be necessary to grant the easements prior to July completion.
