Measure B1, which was passed in 2016, and Measure A, which was passed in 2020, both mandate triannual reports and oversight committees of a size, scope, and structure determined by the Board of Education.
Due to the recent COVID-19 Pandemic, staff has been unable to initiate the application process for the Measure B1 Oversight Committee. According to the current BP 3221, members for this committee need to be approved by the Board by September 30 each year.
Tonight staff is asking the Board to approve the extension of the deadline to October 31. This extended timeline will allow for comprehensive community outreach.
Tonight staff will also present a proposed revision of the BP for Measure B1 and a new policy for Measure A. Due to a new numbering system from CSBA, those Board Policies will become:
- Board Policy 3471.01 - Use of Measure B1 Parcel Tax Funds
- Board Policy 3471.02 - Use of Measure A Parcel Tax Funds
Staff is proposing new policy language to allow for combining the two mandated Oversight Committees (Measure B1 and Measure A) into one Parcel Tax Oversight Committee. Staff believes this will facilitate oversight of the district’s comprehensive parcel tax program.
These proposed changes to combine the Parcel Tax Oversight Committees are coming to the Board tonight for information only. After input from the Board, staff plans on bringing these two policies back to the Board for action at the October 13 Board of Education meeting.
