In 2019-20, the California Department of Education identified Alameda Unified School District as one of many districts across the state showing “significant disproportionality.” Specifically, for three years in a row, African-American students in AUSD have been identified as children with disabilities in two different special education categories at a higher rate than their peers of other races.
Because of this pattern of significant disproportionality, the CDE has mandated AUSD to:
- Develop and submit a Comprehensive Coordinated Early Intervening Services (CCEIS) Plan
- Convene a CCEIS Stakeholder Team
- Develop a Special Education Plan (SEP)
In a series of presentations, Staff have brought to the Board and the community:

- AUSD’s Significant Disproportionality Process: Data Review and Root Cause Analysis on October 27, 2020
Tonight staff will present the Board of Education with an update on the progress made in the development of the CCEIS Plan based on feedback received during listening sessions with families, focus groups, and stakeholder meetings.
As per the newly established timeline, staff will seek final approval by the AUSD's Board of Education on January 12, 2021. The Plan will be submitted to the California Department of Education by January 15, 2021.
