Background:
 

The Expanded Learning Opportunities Program (ELO-P) provides funding for afterschool and summer school enrichment programs. The Legislature intends that all local educational agencies offer all unduplicated pupils in classroom-based instructional programs access to comprehensive after school and intersessional expanded learning opportunities.

 

"Expanded learning" means before school, after school, summer, or intersession learning programs that focus on developing pupils' academic, social, emotional, and physical needs and interests through hands-on, engaging learning experiences.

 

Local educational agencies must operate the ELO-P pursuant to the requirements in California Education Code Section 46120, which included the development of a program plan approved by the governing board. The district presented their plan to the Board at their June 14, 2022 meeting and the Board approved the plan at their June 28, 2022 meeting.

 

Per Public Contract Code Sections 20111/201651, AUSD published RFP #023-049-01 Expanded Learning Opportunities Program on December 2, 2022, requesting proposals from vendors to offer expanded learning for all unduplicated students in TK-6th grade. 

 

Tonight staff will review the state's ELO-P program, review the bid process by which the district is governed, and review the program of the vendor that staff will recommend for the contract award at the March 14, 2023, meeting.
