Item Title:Approval of the Updated Measure I Bond Program Schedule

Background:

At the June 23rd board meeting, staff presented the changes below to the Measure I Bond Program Schedule of projects:

 

Schools and projects to be impacted:

 

1.      Maya Lin: Consulting with QKA, it is recommended that the two classrooms scheduled to begin planning for modernization in summer 2016 be accelerated to coincide with the planning to begin in summer 2015 to replace the windows and heating system with the intent to complete all work in summer 2016.

 

2.      Otis:  The approved schedule details “Build 6 new classrooms; remove 2 portables.”  The original implementation plan approved in June 2014 shows the same detail.  Staff and the District’s Bond Program Architect, working with the site staff and community, have determined removing three of the existing five portables will be best for the site.  After the construction, the site will net three additional classrooms.

 

3.      High Schools – ASTI and WCDC/Island High School (Longfellow campus): The two campuses weren’t included in the approved schedule.  They have both been added.

 

4.      Singleton Campuses: The District received word on June 10 that the United States Department of Education will convey the Singleton property to the District at a 100% discount. The Navy has accepted the U.S. Department of Education's assignment for the property, however conveyance is waiting on the completion of a Finding of Suitability to Transfer (FOST), which is estimated to be completed by end of 2015 or early 2016. The plan/design/obtain DSA approval work has been moved to reflect this delay.

 

At the Board meeting, there was confusion over the item being properly noticed for action.  Staff is returning the item at the July 22, 2015 meeting with the same proposed schedule changes for Board approval.
