Background:

On March 8, 2011, Alameda voters passed a new replacement parcel tax (“Measure A”). One of AUSD’s commitments is to maintain accountability and transparency with all expenditures of Measure A dollars. A key component of that commitment is maintaining an 11-member Oversight Committee that annually reviews the District’s compliance with the terms of Measure A.

 

The 2016-17 Measure A Oversight Committee met throughout the 2016-17 school year and into the fall to complete an annual report. On September 5, 2017 the District made available applications for the 2017-18 Measure A Oversight Committee to local media, every District employee, and all AUSD families. The District also tweeted news of the applications and posted it on the district's Facebook page several times.

 

AUSD received no applications during the application process.  This winter, however, two community members applied. If the two members are approved, the committee will be composed of the following members:

There remains one empty seat on the 2017-18 committee.

 

The 2017-18 Oversight Committee will hold its first meeting in late February. It is likely the 2017-18 Oversight Committee will meet five or six times over the next year to complete its Annual Report in the fall of 2018.

 

All meetings of the Oversight Committee comply with the Brown Act. Minutes, agendas, and any other relevant communications and information are posted on AUSD’s website 72 hours prior to each meeting. Meetings will not exceed two hours unless extended by majority vote. A quorum of six will be required to conduct a meeting. Meetings start on time and are open to the public. Members of the public have the opportunity to address the Committee by submitting speaker cards at the time of any item or presentation on which they wish to speak.

 

Any recommendations or reports from the Oversight Committee must be supported by a majority of Oversight Committee members voting, but the Oversight Committee will have the goal and intention of reaching agreement by consensus. A chair will be selected from among voting members to conduct the meetings and to serve in representative capacity as needed.
